Final Fantasy: Eorzea
A resistance is the largest secret that the four city-states have, of course it's merely a rumor, signs of any form of resistance are so vague and few that some have come to believe that it is just a bunch of teenagers playing pranks.
Ishgard has become a popular place for scientists and mechanics, and fugitives that need a place to hide out and can't find their way through the Gridania woods looking for the protectors of the woods.
The amount of people that are in the secluded city could create an army that rivals the Garlean's, which has made the general worry, but not as much as the threat from a group of mysterious people that visited him at night, and he suspects a resistance building. One that could take him down.....
